Abstract

Este trabalho faz um estudo do atendimento ao incêndio florestal na cidade de Barra Velha - SC, ocorrido entre 22 de abril e 11 de junho de 2020. Diante da sua complexidade, este  evento foi considerado crítico e, por isso, demandou colaboração do Grupo de Ações Coordenadas Municipal (GRAC). Desse modo, o estudo objetiva analisar a atuação do GRAC neste evento. Para isso, foi realizada uma pesquisa documental, através de legislações municipais, Plano de Contingência (PLANCON), perícia e relatórios do Corpo de Bombeiros Militar (CBMSC) e dados meteorológicos da Defesa Civil Estadual. Os resultados evidenciaram falha na elaboração de documentos oficiais referentes aos eventos previstos; desarticulação da atuação do GRAC; sobrecarga dos poucos órgãos envolvidos na operação e atraso na resposta de combate ao incêndio florestal. A conclusão foi de que essa não previsão do evento incêndio florestal no PLANCON, documento que norteia as ações em desastres, influenciou diretamente as condutas operacionais de resposta, visto que se não há previsão, não há treinamento, tampouco, responsáveis a serem acionados. Esta análise abre possibilidades e vislumbra trabalhos futuros focados na atuação do GRAC, com fins de qualificar sua efetividade, bem como, minimizar os danos de operação.
