DO COMBATE AO INCÊNDIO PELO CBMSC AO LAUDO PERICIAL DO IGP:
O APRIMORAMENTO DE DTZ-POP COM VISTAS À PRESERVAÇÃO DO LOCAL
Abstract
Na seara pericial, seja no âmbito do Corpo de Bombeiros Militar - para fins de retroalimentação do ciclo operacional -, seja no âmbito do Instituto Geral de Perícias - para fins de prova no Processo Penal -, para que os exames sejam realizados de forma a esclarecer a verdade, muitas características devem ser levadas em conta. Dentre elas, a idoneidade do local. Para que o mister pericial seja eficaz, é imprescindível que os colaboradores envolvidos até a chegada dos Experts sejam os mais cuidadosos possíveis, evitando assim prejuízos insanáveis. Especialmente em casos de Locais de Crime relacionados à Incêndio, onde há dificuldades que transcendem outros tipos de locais, tais como o interstício entre a ocorrência e a análise, o fato de o fogo poder dizimar parte das evidências, além de o combate às chamas eventualmente consumir o restante dos vestígios. Neste diapasão, quanto mais se souber sobre o cenário real de atendimento a ocorrências, melhor será a evolução nos processos. Assim, este trabalho pretende discorrer sobre eventuais falhas observadas ao longo de anos de atuação e como a interação entre entes pode melhorar a qualidade dos trabalhos periciais, culminado na sugestão de aprimoramento da DtzPOP 14/17 (ou a criação de uma nova), dos atuais Manuais Operacionais e na evolução dos cursos de formação e aperfeiçoamento do CBMSC. Que o resultado deste estudo se reverta em benefício da atividade fim, engrandecendo o trabalho prestado à sociedade catarinense e servindo como referência para outros estados.
