Este artigo estuda a Teoria da Decisão aplicada às organizações públicas, com vistas a melhor entender o processo decisório militar utilizado pelo Corpo de Bombeiros Militar de Santa Catarina. Nas conclusões, corrobora a hipótese de pesquisa e indica que os atuais modelos de gestão são incapazes de promover as adaptações necessárias ao novo mundo de mudanças aceleradas e ambientes complexos, destacando a necessidade de uma alteração na forma do pensamento predominante e propondo a passagem do pensamento linear, que é competitivo e excludente, para o pensamento complexo, que é cooperativo e integrador.
